That is the safe maximum pressure for the tyre alone.
It does not take into account the type of car.

There should be a sticker on the car - probably on the trailing edge of one of the front doors (visible when the door is open), on the pillar just behind one of the front doors (again visible when the door is open) or inside the fuel flap - stating the correct pressures.
The recommended pressure may be slightly different depending on the load being carried, or the type of driving (often higher for fully laden or for sustained high-speed), but will be in the region of 28 to 34psi.

The 195/65 is the tyre size R is for radial and 15 is the wheel size. the 51psi I would think is max pressure. You do not specify the model or year of the car but your running pressure is probably 30psi (rear) and 31psi (front). Check it with your local garage they will know for certain

It should tell you the correct tyre pressure in your car Manual. Other than that try phoning a VW garage and asking or calling into a tyre replacement centre and ask. I'm sure they'll give you the answer.

If the wheel says 51 psi then that is the pressure rating for the WHEEL...not the tire. All tires have the maximum pressure stamped right on the side of the tire. Keep looking

It`s to do with the speed and load parameters for that size of tyre, nothing to do with the required pressure. For that refer to your owners manual.
