Fuel pump, screen, and fuel filter have been replaced. Fuel pressure regulator is fine (removed the vacuum hose and no fuel leaked out). Suggestions for next step?

Gas in tank? fuel filter plugged? float bad in carb? It's for sure a lack of fuel, now back track to where you know you have fuel, and work forward from there. If fuel is in tank, is pick up plugged? do you have fuel flow half way towards the engine? is the inline fuel filter plugged? Is the fuel pump even working? just go at it one step at a time. It won't be so hard.

You're not getting fuel to the motor. You said it starts on carb cleaner so it is not a ignition, or air restriction issue. Remove the fuel line to the carburetor (that comes from the gas tank), and turn the key on. You will hear the fuel pump cycle and pump fuel out of the line, if no fuel, or sound from the fuel pump then your fuel pumps bad, or has no power to it, make sure your connections are correct, get a test light and check for power there with the key on. Its best to have one person turn the key and one right by the fuel pump to hear if it cycles. If no carburetor and is fuel injected on your fuel rail there is a check valve (looks like the valve stem on your tires), press that valve in, and have someone turn the key on, to check if your getting fuel to the injectors. Trying to start the car is not necessary, just turn the key on for these checks.

Plugged up injectors maybe, or carb, depending on what you've got.
