You can't. Extraordinarily strong electromagnets can repel small things to mimick the effect of anti-gravity, however, no known substance or machine can block or repel gravity's field.

Any system of pulleys can be used to do work against gravity.
The French TGV trains use magnetic field to do work against gravity.
As it has been stated before there is nothing new under the Sun.
If very dense masses are bought together to very close proximity repulsion occurs. Hence gravity can exist as a repulsion as well.Where the Gravity presure between masses pushes from the inside and also gravity pressure can exist as a push from the outside.

1. Discover the hypothetical fundamental particle of the gravitational force, the graviton.

2. Win Nobel Prize.

3. Discover the even more hypothetical anti-particle counterpart of the graviton, the anti-graviton.

4. Win second Nobel Prize.

5. Develop a method of reliably generating anti-gravitons.

It's already been done. Just ask any woman with boobs and she'll tell you all about it and if you're lucky, she might just take it off and show it to you.

But then it wouldn't be an anti gravity device anymore. It only works when it's being worn. Just ask Victoria Secret how to do it. They make millions off of theirs.

the only reason a cat lands on its feet is that the cat has a rapid reflex the place it could ceter its weight to land on its feet that's purely a behaviour all cats have simply by fact that cats do hunt and pounce on their prey they might desire to land on their feet to capture it butter on toast consistently lands butter area down simply by fact the load of the butter flips it down now there truly already is an anti gravity device that has been invented perchance in case you gave them countless billion funds they might use the anti gravity device to levatate the butter and the cat yet till then i assume you may in simple terms permit the cat consume the toast

It is not possible based on our current knowledge of physical sciences. This is because unifying four forces of nature (gavity, strong nuclear force, weak nuclear force and electro-magnetic force) is not achieved so far. It was Albert Einstein's dream to achieve that.

Some science fiction writers suggest anti-matter particles may possess such properties.

IDK.
Ask Boeing, the British, or Russia.
They are all working on it.
Boeing has had small success in their secret lab. Britian has had a little success. Russia claims more success but will not reveal anything.
