I would start with multiplying the 2 exponents together giving you 12^-18. If its a negative exponent you have to put it under 1 like this:
....1
_____
12^18. then simply do 12 ^18 on your calculator you get a really long number. When you do 1 divided by that number you get a really small decimal. I put it in scientific notation: 3.756 X 10^-20. I hope that helped.

LONGCUT:
Remember exponents are repeated multiplication and negative exponents are fractions.
12^6 = 12*12*12*12*12*12
Your expression expands to
(12*12*12*12*12*12)^ -3
1
---------------------------------
(12*12*12*12*12*12)^ 3
1
-----------------------------------------------------------
(12*12*12*12*12*12) (12*12*12*12*12*12) (12*12*12*12*12*12)
1
-------
12^18
or
12^-18
SHORTCUT:
When raising a power to a power,
multiply the exponents and keep the base (12)
6 * -3 = -18

12^(- 18)
= 1 / (12)^(18)
= 1 / (2.662 x 10^19)
= (1 / 2.662) x 10^( - 19)
= 0.376 x 10^(- 19)
= 3.76 x 10^(- 20)
