Is it true that genuine Mystery Shopping companies do not charge you any fees up front? Also, has anyone worked for or know the company called "Shopper Servives"? Please give me your opinions.

They do not charge you fees upfront, however all charges that it costs you pay for and they supposedly pay you back!
Well my expierence was I paid this, submitted receipts to be reimbursed, and well guess what, I never was.
I hope your expierence is better.
Check to see who pays any fees you run into, if they send you money to pay, or if they want to reimburse!
Any company that has faith should send you a petty cash allowance not ask you to put your money on the line!

Yes, they wanted too much money up front and I never could figure out why they didn't give me any work. Jennifer
