Im trying to figure out which bag of hamster shavings is cheaper, but there labeled with different measurements. One bag that is 4lbs is $16.99. The other bag is 23L which is $12.99.

In this instance, you cannot convert liters into pounds. Here liters is volume and pounds is mass. If we were discussing water, we could convert pounds into pints and the pints into liters.

I'm guessing that one package is pressed into a firm block, and the other is loose material in a bag.

The way to determine the best value would be to compare the the packages by feel. If the four pound package seems much heavier than the 23 liter package, it is highly compressed and could be the better buy. If the packages seem fairly close in weight, the cheaper one would be the best buy.

If the store where you shop sells bulk feed and has a scale available for customers to estimate purchases, weigh the 23 liter package, it it weighs more than 3 pounds it is the better buy.

Buy 1 liter and weigh it

Yup, like they said, they are different units of measure, so you cannot convert (without knowing the density of the material).

Easiest thing would be to weight the 23L bag and compare weights (or measure the size of the 4lbs bag, calculate its volume and compare volumes)

Everything weighs something. Ever hear the old bakers saying, " A pInt a pound the world around"? Use to hear it and read it in cook books as well.

You would need the density of hamster shavings first in order to do that calculation.
