velocity of sound increases with humidity.So the question is when humidity is more,before or after rainfall.

Most of the time the humidity is high both directly before and directly after a rainfall. You would have to compare the actual humidities before and after. It may vary from one rainfall to the next.

The reason for rainfall in the first place is often collison between cold and warm fronts of air.
Cold air collides with warm, humid air, and excessisve moisure falls in the form of the rain.

It follows from this consideration that rainfall often coinsides with rapid change in temperature in either direction. Because the speed of sound depends on tempreature, this effect dominates over tiny changes caused by +/-1 extra milligram of water per gallon.
