some are yellow-eyed too. Some species have different eye color to determine sex. In Spotted Towhees, the male has a more deeply red eye than the female, in Bushtits, the female has a yellow eye whereas the male has a black eye. Just different genes resulting in different eye color.

For the same reason that some humans are blue-eyed and some brown-eyed. It is all genetics.

Birds (especially males) tend to have brightly colored eyes because most birds have excellent color vision, actually now believed to be better than ours in resolving various colors. Eye color is also correlated with the bird's plumage - either to blend in or be in contrast to draw the attention of females and intimidate competing males.
