I have a ten gallon tank with a hood but the water is evaporating at about half a gallon a week. I read that it's bad to just add new water to a tank without taking water out because it changes the water quality. Is this true? Can I simply pour in de-chlorinated water when the water level runs low?

Yes you can do that, as long as you dechlorinate the incomming new water, no problem at all. Just stick to your regular change out routine you've been doing though. It certainly is not going to hurt anything putting fresh water back in if it starts to lower in the tank.

It's fine to put water back into the aquarium without taking any out. I've got 2 10 gallons, both with hoods... I really noticed how much it saves evaporation of the water when you've got a hood. I used to not have one on 1 of the tanks. Make sure the water you add is de-chlorinated, but still to do weekly water changes

Yes you can, as long as it is already treated with declorinator

I see that you do that like once a week, you could save the water, because you're suppose to do partial waterchanges of 25% with a gravelsiphon anyway

I add more water to mine. I treat the water i add with a water treatment and water conditioner.

Yes you can, you just need to by some water conditioner for the bowl or watever your going to use to refill it and itll be fine

Yes, its OK. "Age" your water first. Keep a milk jug full. After you use it to fill the tank refill it and wait for next week.

it is totally alright to add water any time as long as its de-clorinated
