TRY SOME CLR, THAT WILL GET RESIDUE AND SPOTS FROM LIME RUST AND CALCIUM OFF.

That might be etching of the glass from strong detergents (dishwasher maybe) in ehich case it won't get much better. It is a surface treatment like frosted glass - not just something sticking to a smooth surface.

There are glass cleaners that are made for lab glassware, If you got a small bottle of that a few drops in water on a sponge could clean off any real film on it. Anything that is left is etching and will not come off.

See the link for professional grade stuff and a sample offer from them.

Try filling it with white vinegar. It that doesn't help, then the film is caused by fine scratches that results over time and I don't think there's anything you can do about that.

baking soda gets rid of everything. if that doesn't work then just have it reglazed and you wont have to worry about the film affecting whatever you put into the bowl and it will be shinny and new again.

Try filling it with vinegar and let it set over night.
