Holywood is psuedo royalty, you are born into it, no exceptions. you do not have a chance

You have to live in the UK because they want people who have those kind of accents. Last time- when they had auditions for Luna Lovegood and Cho Chang- they were open calls, so anyone could go. The auditions were in London, I think. And I'm pretty sure they made an announcement about when the auditions were going to be at least a week before they were held. I'm not sure if it's going to be like this for the next two movies, though.

All I know is that the open auditions are held in the UK..and you have to live in the London/UK area because they want people with that kind of accent....Even lots of the people involved with the movies said, " This is basically a British production, if we cast american actors then it would partly be an american film.There is no need for a foreign actor or actress in this series of Harry Potter".

Unless they are holding open auditions, one would need an agent to pitch you to the casting people. A good agent will not take you unless he is convinced he can help you.
