The best window shopping/people watching is The forum at Caesars Palace (Flamingo and Las Vegas Blvd), Fashion Show Mall ( Spring Mountain and Las Vegas Blvd) has the name brand stores such as Nordstrom, for Las Vegas gifts the "Worlds biggest gift shop" is located on Sahara and Las Vegas Blvd. Planet Hollywood (Harmon and Las Vegas Blvd) formerly the Alladdin is undergoing exterior remodeling but its still a great place to window shop, but like Caesars still very expensive and expansive.

Caesars Forum is definately the best shopping in Vegas - BUT the shopping forum in Planet Hollywood (formerly Aladdin) is really good too - just as many stores, but not as many high end stores. Plus there is an Outlet near the strip ($10 cab ride will get you there in less than 10 min). The outlets are premium stores, so they have all the good and high end shops there all for very good discounts! Plus its very nice and organized unlike most chaotic outlets. There is also Fashion Island (across from Wynn) that is relatively new with a lot of shops (high end) which has, for instance, a Nieman Marcus.
If you want the VERY best deals in las vegas, you can take a shuttle to PRIMM, NV - which is about 20-30min ride (free shuttle is provided at many points on the strip) and there is a very large and nice outlet mall there. Not as many people as most outlets either and well organized. It just might be worth it if you're crazy about shopping.

the belz factory mall it's a few minutes away from the strip it's an outlet mall and it has many name brand stores

The best mall to shop at in Vegas is not in Vegas. It is about 30 miles south at Primm. It's an outlet mall with all the big names. Nieman Marcus, DKNY, etc. It's really a great place to shop!!

The Fashion Show Mall right on the strip (Las Vegas Blvd).
It is so nice and they actually have a runway and models model clothes from whatever store is sponsoring the show that week - it is pretty awesome!!
