Do her and everyone a BIG favor, skip the black accessories. Nothing could be more depressing than black balloons, black napkins, cake, etc. Turning 60 is not always happy, so you have to make it happy!
Insist on bright balloons, positive surroundings and some memorbelia from her year of birth. You can go online to retrieve a page of top songs, shows, stars and prices from that year and laminate it for a trip down memory lane. It will bring back positive feelings.
Also, show her how much she means to everyone in a positive way. Nobody wants to be thought of as a grouch, crab, old, crippled, tired, worn out etc.

To the Japanese, the 60th birthday is a big deal done with a big celebration, topped off with something like a 21 course meal. maybe you could make a pot luck done in this theme.
