Kaiser Wilhelm II of Germany (1859-1941), who prior to World War I often used the English spelling of his name, was the oldest grandchild of England's Queen Victoria and held her hand while she lay dying. Hostile relations with Britain were, according to Willie, "a most unimaginable thing" primarily because he believed in personal diplomacy between monarchs, most of whom were his cousins.

Nevertheless, in 1908 when an emotional Kaiser was quoted in "The Daily Telegram," he sabotaged German-Anglo friendship by exclaiming, "You English are mad, mad, mad as March hares."

If you are talking about William II of England, you are confused. He was the ruler of Britain. England encompassed ALL of Britain by the time he was King.
