If you have a Macintosh computer, you cannot upgrade.
If you have a Windows computer, go to a computer store, ask them if they have a service upgrading pc components.
This will maybe cost $50 - $100.
Or you could buy a completely new computer, that would cost $500 for an OK one.
Most games dont allow you to play it if you dont have the recommended processer speed but if they alow you, the game might be slow.

Usually you are very limited in how much you can upgrade a processor. The increase in speed usually comes from changes in the system board as will as the processor. So your system board may not be able to run anything faster that what you already have in it.
The cost to replace a processor is usually over $100 for the part, plus labor. If you have to replace the system board also, add another couple hundred plus more labor. It is usually cheaper to buy a whole new computer then to upgrade the processor.
Sometimes a game will run on a "slower" processor. You just may see some hestiation in the game, and some slow response. Other games will not install if the processor is not fast enough. You would have to try installing and see what happens....

Please dont be fooled by the clock speed of a processor. This means a lot less than you would imagine.
For instance, a 2.4 Ghz Intel Core 2 Duo is FAR superior to a 4.0 Ghz Pentium D processor, sue to the larger cache sizes, the two cores, and the increased efficiency.
Go for the Core 2 Duo if you can afford it, and if you cant then go for an AMD, one of the X2 models. Either of these will be heaps better than the Celeron D.

What game requires a 4 gHz processor?! Your problem is not the clock speed, it's the fact that it's a Celeron. A Celeron is basically a P4 with no cache memory, meaning it constantly has to go to system memory to load its registers, which causes it to swap virtual memory pages more. I recommend getting a P4, or even better a Core2 Duo.

i refuse to believe that a game requires you to have over 4ghz cpu... as they dont make a 4ghz cpu thats rather far fetched. If you deem it necessary to use 4ghz then you will have to overclock the pc.
