can't it be adjusted like on most cars

The seatbelts will meet the legal requirements - otherwise the car would not have been approved for sale anywhere in Europe.

They are generally designed for a range of different sized people, probably from a 5th percentile adult European female to a 95th percentile adult European male. This means that 5% of adult European females will be too short to fit comfortably, and 5% of adult European males will be too tall to fit comfortably.
If you are outside the design range, you may have difficulty with any car designed mainly for Europe, and may have to try a car designed for Japan or Korea (5th percentile female is smaller) or North America (95th percentile male is taller).
