Disconnect the switch so it cannot be turned on, put the end of the wire in a connector block and jobs done.

Turn the lights off at the circuit breaker. Disconnect the fixture and remove it. Put a seperate wire nut over each of the wires you removed from the lights. Use the wire nuts that connected the lights. Screw them on snug. Push the wires back inside the box and cover with a blank (solid) box cover. Hang your pictures. Do not plaster or drywall over the boxes. That would violate the electric codes.

You will first have to locate the source of the supply to the wires, most likely in a junction box under the floor boards.
Switch off the circuit (most likely downstairs lights) and remove the cables from the junction box.
Check that you have removed and isolated the right ones.
Now you can plaster over them and drive picture hooks in the wall without the fear of hitting live wires.

The easiest way is to buy a blank cover plate ($2.00USD) and a couple of wire nuts ($2.00USD for a pack of 10) cap off the wires, and screw on the plates. Unfortunatelly you will have the cover plate on the wall, but if your going to hang pictures over tem then it's a go.
If you want them totally removed you'll probably have to hire an electrician. Please dont just push them in ansd cover the hole with patch. I heard of people getting fried when tryng to cut into the wall not knowing that there were som old wires there. I almost did it myself and was ready to yell at whoever did it if they were still arround.

You must completely disconnect the wiring to these light points, otherwise you will have to leave a junction box with a lid to indicate the presence of wiring, with the wiring made safe in the box. You MUST NOT push the cable into the wall and plaster over it. I would expect that the cable comes straight down the wall, so be carefull where you put any picture hooks.

My advice is call in a sparks, if you blank off the outlets the cables are still live and electricity bites, Also most cabling runs in a direct line straight up to the ceiling so avoid this area when drilling for fixings.

The cable from the switch (usually) will run upwards to a junction box under the floor of the room above (or the loft) so get the power off first and disconnect it.
You can leave it in place for future use but if you did go through it with a nail you'd need to remember this just in case you or someone else connects it back up.
Disconect it from the switch and it should pull through to get it out completely.
