i think its a no but when a girl says they'd rather get to know you better when you ask them out, does it actually mean they will consider you or does it just mean they dont want to hurt your feelings?

I'd think that what she young lady is saying that she would like to get to know you better before going out on a date. Perhaps she has had past bad experiences in relationships and jumped in to fast and just wants to be good friends before becoming partners. Keep the faith and be a friend, after all we can never have too many of them.

Could mean either...but I would be optimistic and say that she wants to get to know you better as a person or just who you are before she goes out with you. So make yourself available to be in a friendship mode...if opportunities arise to talk to her, do so....etc...you get my drift. Then wait awhile and ask again.

it can mean that she has heard stories about you or seen you at some public place and is not quite sure. but i know when i was single and dating if i was not sure of the guy i would always tell him i need to get to know him then make a decision from what i learned from speaking to him.

It depends, actually. If you had a "connection" I think she means it but if you had a rough start, its pointing towards no. So it all depends in your chemistry when you met.
