Amsterdam has been build in a 700 year period, and while the oldest houses have been re-clad, some are still there. (In the red light district, by the way.) Most of the buildings in the center of town are at least 200 year old.

Rotterdam has been flattened in WWII, and has been build after the war, mostly in a 1960's style.
And they keep building, in the newest fashions all the time.

So the town is completely different.
The laws about what you may call 'scene' are the same for all the country. But the environment is different in each town.

Rotterdam is worth visiting, if you are interested in modern building, harbours, the museums particular for the town or even shopping although that is also the same as Amsterdam.
But outside those things, there are many better places to spend the day.

Almost all towns in the Netherlands are within one hour by train, Groningen, Leeuwarden and Maastricht the exceptions at about 2 hours. So hop on the train and have a look.

Yes, it is worth seeing.

No, not the same scene at all.

I have made frequent visits to Amsterdam, and some to Rotterdam , and found that the people in Rotterdam are more stand-offish than the people in Amsterdam.
Still, it is an okay city - and has many museums and sights to see.

There is only one Amsterdam:) Nothing in Holland comes close to the "scene" there...Rotterdam is definitely tamer, but still worth seeing...they're not too far from each other!
