If there is a charge, they should allow you to pro-rate the cost into your monthly statement which would allow you to pay for it over time.
This will depend on the appliance(s) you are planning to have installed. A signed contract should be enough to start the permit process, with BTUh information on all equipment, date of installation, Contractor Information, etc. Once the equipment is installed, and the gas piping sized correctly and installed, the piping will need to pass a pressure test. Once this is done then the contractor or homeowner can call to get the meter set. Then it is just a matter of hooking up the appliances, and then getting a final gas inspection.

Every area has different rules and costs. Call your local gas company and inquire. Since there is no gas service, there probably are no gas lines inside the house. These will need to be installed before a meter can be set. The gas company will also test the inside lines for leaks before turning on the gas. The inside lines will be the big cost.

Most of the time the gas company will put a meter at your house and run the line from the street to the meter at no cost to you. As a homeowner you are responsible for the gas pipe in your house only. You will have to prove to the gas company that you have no leaks before they will turn the gas on.

Though, you'll need to be sure everything in the home is ready for a gas connection at the time that they'll be putting in a meter, since they won't connect it without an inspection of that they're connecting to.
