Well I have a 7900GS AGP card coming today. Do you think my 250W (305W max) PSU could run this card. I've heard people say that 250W in a dell PSU is like 350W or more in another?

I doubt it... You'd be ok with a 7600GS, but the 7900 series cards need more than Dell's stock 305w psus- most are 400w minimum. I have a Dell Dimension and had to upgrade my PSU after installing a 7900GT PCI-Express card.

I suggest a visit to the PC Power & Cooling website- they sell a line of higher-end power supplies specifically for Dells (the silencer series)

How many apms on the 12 volt rail? If its like 17 or more than it might work. Overall this power supply seems like its not enough and you might loose performance if it runs at all. When you are trying it out, download a benchmark program like 3D mark to see if your setup is similar to what other people have.

for that Video card i would recomend getting a better PSU. at least 500W since it is going to be running not only your video card but everything else on your computer. to get a better PSU you can call Spare parts at 800-357-3355 if they do not have one you can get one from best buy. but it might not fit your system.
