some of you may be familiar with my situation....

anyway, i replaced the air and fuel filters and replaced the fuel lines- lots of muck in there. the engine seems to have improved a bit but its still not up to my specs. watch the vid:

is the engine supposed to rev higher, as it does when i move the throttle with my finger? why doesnt it stay all the way at the end? there is a small spring attached to that same arm, is that for the governor?
please help! im so close to getting this tractor perfect!!

im concerned about this because the engine sounds like its under heavy load when mowing the lawn and driving up inclines.
my old 17hp intek engine had much more power than this one.

You have guessed the correct answer. The lever you show in the video is part of the governor used to limit the RPM's. When the engine comes under load it slows down and the governor releases applying more throttle to increase the RPM. The engine sounds OK

I watched the video and the arm you used to rev the engine is the governor arm. But when you pushed the arm with your finger there is a hesitation, like the engine doesn't want to rev up. Sounds like a carburator issue. Have you looked at the choke? Is it all the way open? Next I would remove the carb, disassemble it and soak it in a good parts cleaner. Put it back together with a rebuild kit. Also make sure the gaskets from the carb to the engine are good. No air leaks. While you have it apart take a close look at the governor spring. If it is damaged, streched, replace it. Also, make sure the linkage from the governor arm to the carb is free, not touching anything. I think that the main jet/passages have some junk in them. Check the valve clearances too while your at it. Just another thought, that carb has a idle mixture screw, try turning it out a quarter turn.

Set the throttle on full with the engine off. Unclamp the throttle cable from the throttle bracket and push the throttle slide as far forward as it will go. Reclamp the the throttle cable to the throttle bracket.

yes its probably a worn out spring
