It's a metaphorical expression of skepticism,
and is not to be taken literally...
which basically is saying, "things are not as easy as they at first might appear to be."
Or, another way of saying...
"how much simpler life would be if tasks that we undertake would be accomplished expeditiously and expediently but, it always seems as if they take longer than they should."
