Tilapia are farm raised.

Most likely no, if they are farm-raised Tilapia. However it does depend upon the fish farms setup and water supply.

Theoretically, even rainfall on the fish farm tanks and/or industrial airborne pollution can cause a small amount of lead and/or other substances to dissolve in the water, thereby adding a trace amount of substances to the scales and fish themselves.

However, again if it's farm raised, in closed tanks, you'd be looking at negligible amounts of contaminants.

If the fish is taken from the sea, you're basically at the mercy of the local waters and diet of the Tilapia. Depending upon where the fish are taken from, the fish and/or scales could contain lead and also have unsafe levels of lead in them.
