To put everything back up to green (except for environment) use "maxmotives" and to make their moods freeze as they are, use "motivedecay off." (without the quotes, of course) To open the cheat box, hold ctrl + shift + c.

First press Ctrl+Shift+C and in the textbox at the top of the screen type:
"maxmotives" - All your the selected sims motives gauges will be full
"motivedecay off" - The selected sims motive gauges will not empty to yellow and red
Alternative way:
type "boolProp TestingCheatsEnabled true" and go to "Create-a-Sim and in thereCreate-a-sim press "Shift+N" to get into "Debug mode" and then when you enter a lot you can drag the motive gauges to whatever you want them to be.

Another one is is maxmotives. That will fill all their needs bars whenever you want.
