Paul made some good suggestions. But, be sure to include in the business plan a detailed marketing plan. Put together a profile of the ideal customer ... that's the people you design your marketing materials (flyers, website, business cards, etc.) around. Remember that you might have different types of customers. You will need a promotion plan for each.
The biggest cause of failure of small business is NOT what you're normally told. It's NOT a lack of funding. It's the lack of planning and executing your sales/marketing strategy.
Finally, your small size doesn't mean you have to do small things. We're a 2-person consulting company, and we have international reach, with multi-billion dollar companies.

Dog waste removal? I am not sure what you mean by waste consulting, so I'll give you a general answer on starting up businesses.
0) Get a quick business plan together. (who's your target audience, where do you plan on being in 5 years, how are you going to market yourself, what's your exit plan, etc. This will help you talk about your business in the future.)
0a) Get some brochures / business cards printed that make you stand out. (I don't use brochures, but I have a surplus of cards and web advertising that's done me very well. Brochures are a nice thing though.)
1) network w/other people who could help you and tell them your ideas. if you're doing dog waste removal, visit vets offices, groomers, pet sitters, etc. and tell them who you are and what your amazing plan is. Ask them if they could use your service... really try to work with them. Say 'I'd like to work with you in order to better serve the community.' Offer them a deal if they send you 5 clients. (free pizza or something.)
Give them a list of fliers to leave @ their front desk. (it's all about placement)
2) call village hall, get a license.
3) Go sell sell sell!

treat clients right; do little extras for them occassionally (i post their pics online or give them doggie bones in their mail boxes... or samples of my products.) We play w/the dogs if they're in the yard..

Find something profitable to do with the waste you collect. If it's aluminum/copper recycle it. If it's dog waste, you're out of luck. If it's horse manure, sell it to fertalizer companies.

Don't worry if your product isn't that great, either. It's all about a rock solid business plan. Take it from Ray Crock, founder of McDonalds. Ask yourself if you can make a better burger than McDonalds... (answer should be YES! Everyone knows their burgers aren't great.) THEN ask yourself why you aren't bigger than McDonalds. He had a stable marketing / business plan that made him this successful. He's not in the food business. He's in the franchise / real estate business..
