It can be installed. The problem is that there may not be drivers for parts of it. For instance, the people that made it may not have created drivers for Sound for XP. If true, the computer will work with XP, but there won't be any sound.
Or it may work just fine - search around the Internet for drivers. Or make another post listing the brand and model so people here can help you check.

The reason they're saying that Windows XP cannot be installed is for marketing reasons. They would be having some kind of tie up with the Dealer which would say that this laptop is to be sold only with Windows Vista. You could by the laptop, erase the operating system and then Install Windows XP on it. It should work without any issues. By the way, what is the make/model of the laptop?

You can install Windows XP on a "Vista Ready" computer.
You would need a legal copy of XP with the activation code. Boot the computer with the XP CD in the drive and let it start the Windows install.
After you do the F8 to agree to the license, it will ask about formatting and partitioning the drive. To remove Vista, you have to delete the partition that holds it off your computer. Otherwise Vista will keep you from downgrading to XP.
Then create a new partition and format it (NTFS). Then let the Windows install complete from there.
It is possible that you may have to download XP drivers for some of the devices in the laptop. Check the manufacturer's website for the drivers.

Actually now the trend is for Laptops seller especially branded ones to push Vista to their customers.If you have Windows XP (original) installation disk then you should try to install it on the laptop. To the best of my knowledge, Vista takes up a lot of resources and It's really not worth all that effort to use it first. Actually my Laptop is also Vista ready but I have install solaris10 as it's operating system instead :)

It should be able to be installed but the company may no longer support the XP drivers. If you can go onto the companies website and find the laptop model he has, and look for Drivers, if it has XP ones aswell as Vista ones, then it should be OK.

Ofcourse. Your laptop has hardware capable of running any version of Windows, Unix and Linux. You just need to set it up. You will need an authorized XP version first though. and because you cannot install XP over VISTA, you will need to format your hard drive first and then do a clean XP install. If you don't know what you are really doing, though, try to avoid this at all costs and let a knowledgeable friend of yours do it.

There is no reason that a computer with Vista on it cannot be Reformatted(everything on the computer deleted) then installing XP...
When he says he cant....
Does he get an error messagE? We need to know the problem to help you farther.

I have heard that before. Although i have not tried it yet, one would tend to believe that a 'clean' install of XP should take. Like i said, i have not attempted it yet.
