He was named after the trainer of the horse which won the Kentucky derby in 1961 (his date of birth)
Its racing name was Carry Back, but its trainer `Ray Cyrus` nicknamed the horse Billy.
His father was a fanatical horse racing follower and won thousands of dollars on the race. he was so thrilled he named his newly born son Billy Ray Cyrus later that year, even though it was not his surname.

One day Billy Ray was crawling around the yard, he began head-butting everything in sight. His granny said "Landsakes boy, you act just like a Billy goat." which is how he got the name Billy. Her daughter-in-law (Billy's mom) said "Yes, he does but he's my little ray of sunshine." Which is how he got the name "Ray." Mom liked it so much she decide to call him Billy Ray (it took the family a long time to come up with a name. His real name is "Hey You!."

i guess his best father's friend's uncle's cousin sister's best friend liked the name billy. so they decided to name him billy ray( for ray of light) cyreu (dunno where that came from) LOL.
