Never, Not all answers deserve a thumbs up. If you give a thumbs up to every answer, it dilutes the strength of the award.

I always give them to very good answers because you can only choose one best answer. Not only do I do that to my own questions, I give them to good answers to other peoples questions too. I learn from other peoples Q and A too. Its a form of encouragement.
