It's been understood that a waning moon is best for banishing spells or ridding yourself of someone, but never for bringing something into your life.
Are there any wiccans that can further elaborate on this.. I've heard that at times you can do love spells during the moon phase we currently are going through..
waning..becoming new again..

The simplest way to remember this is to think of the full moon as things coming into fruitation. After the full moon (waning or fading) is a good time to send away negative things. Dark moons are good for inner reflection time. As the moon starts to fill again (waxing or filling out) is a good time to bring things too you.
As for love spells, I tend not to fool with them. The advice I give on such things is to make sure you don't peg a specific guy because trust me, if you do land him he tends to not be worth it, then you never get rid of him. Make it general, think about the qualities you want in a guy, what might compliment you and yours.
The other advice is about self love. If you are a true and honest, lovable person then you will draw that in as well.

The moon may affect your spells and aid your intent but more so when you are intentionally doing it. Doing a spell during a waning moon doesn't reverse its effects, spells during a waning moon are for example spells to get rid of negative energies, and so a waxing moon is for spells that are for gain, such as for money or new job. Not everyone would practise according to the moon phase though, and some people might only plan according to the moon sometimes.

If you are doing any spells for bringing something into your life, you will want to plan it for the waxing moon. Though, If you're looking at it from a "renewal" standpoint, you could time your spell to start at the dark moon, and finish during the half- or full- stage.
Waning means dissipating, going away, becoming smaller.

Do you have a person in mind? Love spells like that go against free will, so doing them any time of the moon cycle is not someting I would do. Other wise wait to the waxing moon.
