It means that if you live here, plan to live here, and/or own property here and you are or are helping a terrorist (or terrorists) in Iraq (via funding, aid, etc.); then your property may be ceased and your right to live here may be revoked.

It is very much like money laundering. If you come to live in the US and you are gathering money for some charitable cause which is found to have association with terrorist groups then your money and your property can be seized and your right to live in the US will/can be revoked. (You will lose your money and be deported).

Looks like it was designed to deal with Islamic "charities" that take "donations" and funnel them to terror groups.

It means they can take your stuff if they don't like you by giving the reason "the war on terror".
