Who is Victoire? She is a "cousin" and as such is a Weasley. Is this Bill & Fleur's kid? Sounds sort of French...does anyone know for sure?? And I assumed that Harry would foster Teddy Lupin, so he could have parents like Harry never did!

Question's already been answered, but ... bigdaddyjsc, I was thinking about that too ... Teddy has a grandmother and a godfather. It might be supposed that his grandmother would have the stronger claim to raising him, but really there's nothing to stop us from believing that Harry did unofficially adopt the boy.
Harry jokes that Teddy comes over for dinner four times a week and they may as well invite him to move in. But - Teddy's now 19 and presumably living on his own, so we don't know where he lived before. Harry actually could have raised him until age 11 and continued to provide a home during the holidays. I like to think this, anyway, because I hated Andromeda from the moment Lupin said Tonk's family were "disgusted" by their marriage. If she truly was disgusted, she might not have wanted little Teddy.

I am sure that we are meant to assume that Victoire is Bill and Fleur's, but it is never stated outright, so the only person who can confirm for sure is JK.
Teddy is 19 in the Epilogue, and is still visiting the Potters four times a week. Perhaps he did live with the Potters before Hogwarts and has now left home? The stuff about sharing rooms suggests he can't have spent much time there once Albus and James were older. When Harry was made godfather, I assumed he would end up looking after the baby if Tonks and Lupin died, and that maybe JK killed them in order for this to happen, so I'm surprised we don't find out more about Teddy's early years.

No clue for certain if Victoire is Bill and Fleur's kid or not. She could be Charlie, George, or Percy's daughter for all we really seem to know at the moment. Though it seems most likely she's Bill and Fleur's since Bill is one of the three Weasley kids known to be married for certain (the other two being Ron and Ginny).

Tonks mother was still alive and now alone, so she could have raised him better than Nevilles gran ever did.
Victorre may have been Fleur and Bill's daughter ... or maybe a cousin from Harry's side of the family ... Dudley has a witch as a daughter ... no, too ironic !
