I'm from the Philippines but been based in the NMI for some time now and hold a valid license there. I only drive in Saipan (Capital of the NMI) but I'm in Dubai for a break. Their rule says that US nationals can simply swap their driver's license for a UAE one otherwise international licenses from the home country are needed. Does that rule include US territories and protectorate? I am getting different answers.

Your driver's license will be good. If you are renting, check with the rental company to see if they have additional requirements.
