Why is this and what should i do. it is a healthy plant otherwise,

I can think of two possible reasions for the non- bloomer .

1) It's a rose that only blooms off old wood (climber? very old variety?) , & you trimmed it sometime since late last summer.This would cut off any would-be flowers. Is this possible?

2) It's a grafted rose , and the top has died . What you have left is the rootstock.In which case, answer #)1 applies. This is the most likely answer . If you replace the rose with a new one, put it 3' away from the old one, or dig out, and replace the soil in a 3' radius . Apparently roses exude some substance that will kill any subsequent roses , for three years . It's a relatively recent discovery, so not fully understood.

YOU NEED TO WATER THE ROSES AND GET MIRACLE GROW FOR ROSES THEY W/ BLOOM DO THAT EVERY 3 MONTHS FOOD FOR THE PLANTS HELPS THEM GROW WATER THEM REALLY GOOD BECAUSE IT'S BEEN SO HOT LATELY

well use a good rose food on the one that is not blooming they have them at home depot or lowes . that will work . good luck .
