The muggle Prime Minister was freaking out that the Minister of Magic was real and not something to scare him out of office, or a set up by his political opponents. There isn't a magical connotation to the word "hoax". It just means a lie or a scam of some sort.

Hoax is just a more sophisticated synonym of fake. It can be used in common speech, not just the book. Here is the entire definition:
