Sam's Town has a special going until September 27th(if it's not sold out) - $26.99 Sun/Thur >"Super Summer Special" 1-800-634-6371 >This one has been avaiable since May, and Sam's Town is a very nice hotel/casino, so this one may be sold out.
Others you might try, Golden Gate, Vegas Club, Plaza, Arizona Charlie's Boulder, Palace Station..
If your dates are flexible you might try going in December, this is the least expensive time of the year to go to LV. Specifically December 9th until the 28th. After the NFR up until the weekend before New Years always has the best room rates of the year. You will find good rates at any time on the hotels own web site or a discout travel site, but, to get the really super low rate you will have to be persistent and keep checking until one(or more) pops up, and you never know when that will happen. It could be in January(like I found this year, 10 nights, Gold Coast $22 Sun/Thur, $32 Fri/Sat ) is could be in June(like I found in 04 for the Orleans $15 for 10 nights including the weekend) or it could be in October like I found for last December(9 nights, Orleans $25, weekends included)

You do NOT have to pay to get the Fremont Street Experience coupon sheet(not funbook) - Go to the FSE main office at 425 Fremont - It's on the second floor of the parking garage next to Walgreens, show an out of state ID.

You do NOT need a car to get to either Silverton or the Orleans.
The Orleans has a free shuttle from the strip, or you can take the bus(#201 Tropicana West)
Silverton discontinued their free shuttle that ran from the lower level valet, Forum Shops at Caesars Palace & from Mandalay Bay, when the strip trolley included them in their South strip run. The Strip trolley cut the Silverton from their route and now Silverton says they are bringing their free shuttle back, when is the big question. OR, you can catch the #117 CAT bus from the SSTT it stops at Silverton.

Depends when you want to go.. Certainly not that cheap on a weekend (Fri-Sat night)
You might get a room for $25-$30 Sunday through Thursday nights downtown at the Vegas Club or El Cortez, or 2 nights for about $60 at Terrible's Casino. (It really isn't that Terrible!)
It's a 2 nights for 1 offer....

The best value buffets are not on the strip.
The strip is for tourists that don't have transportation to get off the strip, and are a captive audience for the overpriced meals. Way overpriced IMO.
Locals eat off the strip.
Try the Orleans, Silverton and Main Street Station (Downtown) for great value buffets, AND you can get 2 for 1 coupons for the buffets by oredering a book called
AMERICAN CASINO GUIDE 2007 Edition. (Author Steve Bourie) Available on Amazon, eBay etc. Coupons good until Dec '07, also good for some shows and a few casino bets.
You need to go downtown and get the FREMONT STREET EXPERIENCEfun book coupons for a Main St 2 for 1
It's well worth the cost of the book if you are going to LV for 3 or 4 days or more. LOADS of great coupons in this book.
Silverton Lunch Buffet is $9.95 and 2 for 1 in the book, amazing meal for 2 for $10 !!
Others are $15 max, but 2 for1's are in the book.
You need a car to get off the strip for Silverton or Orleans, but you can take a bus downtown for Main Street Stn.
The book is WELL worth the cost if you are there for a few days with a car. Have Fun !
