Officially only the US. But there is good evidence that the USSR sent men to the moon years earlier, but the mission was not a success, the men died there, and it was never announced.

This was about the time of John Glen's famous flight, the 3rd American in space and the first to actually orbit the earth. This would be about 1961 give or take a year. I was just a kid. My teacher told us she'd read in the paper that a US listening post heard voices from the moon sending some kind of distress signal in Russian.

In those days, the Russians didn't announce space flights until they were finished and successful, so we never knew if they had any failures. There were the first to actually land something on the moon, three or four years earlier (I remember a big headline: REDS HIT MOON). So the idea is that they wanted to surprise everyone and show how technically advanced they were, and they sent people to the moon before it was really feasible. And something went wrong.

I guess it's possible. If so, they are still up there, and we'll find them someday.

Only the US has ever sent men to the Moon. The USSR was the first country to send unmanned probes there, but no men ever went there from Russia, contrary to the answer above. By the time of John Glenn's flight the Russians had no spacecraft capable of going to the Moon, nor any rocket capable of sending a manned craft there. They did develop lunar craft. The Soyuz, still used today, was originally their lunar spacecraft, and they developed a lander as well. Unfortunately the rocket they planned to use to send this set of spacecraft and men to the Moon had a frustrating habit of exploding before it reached orbit (during unmanned tests: it was so unsuccessful it never flew manned).

The U.S. landed men on the moon from 1969 to 1972. The Soviets competed against the U.S. to land a man on the moon first, but an explosion forced them to drop out of the race. They then abanondoned all plans to go there.

The U.S. announced plans to return to the moon by 2020. The Chinese have announced plans to go to the moon by 2030.

Only the US has made public of their moon missions.
That does not mean the Soviets didn't try and fail miserably.
