Sure; you can wear them; yes, its going to make a statment; the statement will be; "I am a very weird person"!
If your legs are actually cold, why don't you just wear long pants?

It probably wouldn't matter if they were worn under slacks to keep warm and no one could see them. Male and female ballet dancers wear them. Worn otherwise, most people associated leg warmers with female attire.

That would be pretty weird, I'd say you're gay, because guys can't wear skirts, and leg warmers look weird with baggy pants or shorts. If you wear tight pants with leggings, it wouldn't look nice because guys just don't have feminine bodies.
So in conclusion, I say no.
