It's not advisable to put any small fish with frogs but only if the fish are bigger than the frog.

It would be good to know the size of tank you've got, because that can make a difference in what fish can be kept.
The problem here is most of the small peaceful fish are schooling, so you'd need to buy groups of them, not a single fish, so at the minimum, I hope you're talking at least a 10 gallon tank.
Some that should be kept in groups of 5+ are neons, cherry barbs, smaller danios, or rasboras.
Some that can be kept in groups of 3+ are corydoras catfish and kuhlii loaches. If you don't have a male betta, you can keep a group of 3-5 females together, as long as you add them at the same time.
Some that can be kept individually would be guppies, Endler's livebearers, platies, or a dwarf gourami. If you don't want reproduction in the tank, get only male guppies or platies (these are showier anyway), although a male guppy and/or dwarf gourami may not mix well with a male betta.
These would only be able to be kept with African dwarf frogs, African clawed frogs will eat small fish.
You could also keep ghost shrimp or nerite snails (won't reproduce in freshwater).

I presently have a 10 gallon freshwater tank with several lil creatures residing in it. I have 3 african dwarf frogs, 1 mystery snail, 2 female betas, 2 cory catfish, and 6 tetras. I added them slowly, in the order I have them listed above. I have plenty of live plants as well. They all get along nicely. The only complication is making sure the fish do not eat all of the food before the frogs get to eat. They each have their own type of food, but all love the frozen blood worms, which they receive as a nightly treat.

Under the assumption that it is at least a 10 gallon tank, Kuhli Loaches are an active, attractive, fascinating fish, that does best in groups of 3 or more. The Kuhlis will be peaceful with the frog and the Betta. In anything less than a 10 gallon tank, a frog and a Betta are going to be the only fish you could fit in the tank. Good luck!

If you are going to have a betta, make sure you get fish that are too large or fast to be eaten and don't have long flowing fins (like fancy guppies), so the betta won't fight with them. Make sure the frog is an albino dwarf frog and not a clawed frog as the clawed frog grows big enough to eat fish. Also, don't get fin nippers with a betta (some fin nipping fish are gouramies, zebra danios, barbs). Small tetras like neons are nice, just make sure you get at least 6 as they like to school and can get aggressive if they can't. Mollies and platys are good, peaceful fish and all species of corydoras catfish are cute, active fish that get along well with almost all species of fish. Panda cories are the smallest, I believe. If you are willing to try inverts, I'm fond of apple snails, particularly the purple or blue pomacea bridgesii which don't bother my plants. And red ramshorn snails, which are smaller are also nice.

This site is very handy. It will easily tell you which sort of fish you need to keep your tank mates happy, Very easy to use, you need to take in the facts of how big your tank is tho too, 1 fish per gallon of water is a good method. Don't over-crowd it and only add one fish per 2 week period or you will stress them out, bit like getting to know someone before making another friend, GOOD LUCK.
