You can do all of the workouts everyone here is suggesting but the truth is they all will only help slightly. There is an old saying in coaching, "The one thing you can't teach is speed." You either physically and genetically have speed or you don't. If you are a 4.9 40 time, do all the work outs you may improve to a 4.8 but you'll never ever become a 4.4 burner.

I would suggest the same as the guys above me answered, resistance training, power lifting, sprints, etc. etc. But I would also suggest doing 40's while pulling tires. Rig up a tire with a harness and then add a couple of 35 pound weights to the tire then sprint some 40's with the harness then without and so on. This worked pretty good in addition to the normal work outs that myself and a couple of my teammates did last summer

cut down on weight, do leg strenghtening drills run up and down stairs to build muscle mass and resistance. also make sure you stretch and get loose before the run. i also played fullback and middle linebacker that is what i was taught and did to improve my speed. most of all dont think avout the time while running because you will lose focus, just run and let the stopwatch do the timing good luck

A couple of things could help.
1. Jump Rope it not only helps overall coordination it develops the calves where the explosion for quickness comes.
2. Also, use quick wind sprints several times a day picking your knees up high towards your chin.

work out your legs, by doing lunges and things like that. then make sure you power clean alot. that really builds speed. you are decently fast already, but you need to work on the muscles that build speed. i am a varsity wide reciever and cornerback, and i have two school track records. also doing resistance running works, like running hills, bleachers, or things like that. hope you do well.

try running with ankle weights on, then after a couple of weeks, take them off, and see if your running speed has increased. (log your running speed before using the ankle weights, then again after using the ankle weights)

ther are sveral things you can do: 1) do sprints in the pool(water up to your waist). 2)sleigh pull -50 yard and 20 yard sprints. 3)run sprints;50,100 & 200. weigh room: squats(not to heavy lots of reps) and calf raises.

put leg weights on your ankles to do your runs. that will make your legs stronger and faster.
