"Voodoo dolls" are a form of sympathetic magic, and sympathetic magic can be quite powerful. But like all magic, there must be a strong intention behind it, and if you use one for harm, the universe will take notice. The law of three applies to everyone.

Voodoo dolls don't work because they have nothing to do with true Voodoo. There's a book called "Idiots Guide to Voodoo" that was really researched--not just made up for the fun of it from ignorant people. Go get it, it's about $20 or you might find it with the other yellow and balck ones of the series in the library.
But no, Voodoo Dolls are fake. People used to see them in practitioners homes and assume their purpose. The real purpose is to simply be an effigy of a Lwa--like a statue or painting.

The dolls of vodou are actually concentration points for the Magickal operater. Are the dolls Magick, no. Are they able to allow an operater to help or hinder, yes.
