Well, in Japan, the restroom, the washroom, and the bathroom could be three different places, and is at least two different places. The bathroom, by the way, is where the bath is. Many Japanese think that having a toilet where you take a bath is gross.

Well, awhile back they called it a rest room because that is where you would go to take a rest from everything, then they called it a washroom/bathroom because that is where you bathed or washed and rested. In Europe they sometimes call it a loo or a water closet.

Call it whatever you will, but please, PLEASE stop putting those stupid signs on the door with foreign words or phrases. A simple "MEN" and "WOMEN" is sufficient.
I was once looking for the men's room at an ethnic restaurant that tried to be cute with their signs. Since I didn't speak the language and couldn't decipher them, I had no idea which room was which.
Of course no employees were around, so I had to stand there and wait to see who came out of what room. Not much fun when you have to go.

There's really no difference but in certain countries they might prefer one over the other. To me it's best to call them Men's room and Ladies' room

Restrooms are located in gas stations and restaurants.
Bathrooms are in homes.
Washroom is where the washer is located.
