There's no such thing as "ensuring" your admission to the University of Pennsylvania. You can have a perfect GPA and STILL be turned down. UPENN is super-competitive, and the school will look at more than GPA. They'll look at your test scores, essays, recommendations, extra-curricular activities, class rank, and awards. They'll also look at your GPA in terms of how difficult your classes are (they'd prefer you to excel in honors/AP classes than in standard non-honors classes), and how tough your school is.
According to the Princeton Review, the average GPA for acceptance is 3.83.

I am a high school teacher and football coach so I have a bit of experience getting students of all GPA's into good schools. State schools are always harder and have more hoops to jump through.
Here is what I can tell you:
GPA is an indicator but not as much as SAT or ACT scores.
Depending on your major certain tests in those battery's will be more critical than others.
The essays you write to get in will also be a great determiner for admission. The SAT and ACT will effect and affect admission more than it will scholarship money and the like.
State scholarship money is usually tied to GPA, where university or college funded scholarships will be tied to SAT and ACT.
Some difference will be payed to if your are home-schooled as opposed to private or public schools. Home and private school students tend to be much better writers and perform well in math.
You need to contact the University and get the real skinny as to what they are looking for. Time to turn on the charm and make sure that they know who your are even as you apply. The higher your GPA the better! I would say that above 3.5 you will have an easier time.

Even if you have a 4.0 -- Penn is not a sure thing.
The typical student at Penn graduated in the top 10% of his class, has better than 2200 out of 2400 on his SATs and lots of extracurriculars. He (or she) has taken lots of AP classes -- so the weighted GPA will be above 4.0.
Even then -- it isn't a sure thing -- though someone with those qualifications would certainly get in somewhere really good.
Looking at the other responses, I have to wonder -- is jprintice3 under the impression that the University of Pennsylvania is a state school? It is not. It is one of the most prestigious private schools in the US.
