From what I can tell "standard time" can have many very different meanings.
The 12 hour clock translation of 24 hour clock time of 18:19 hours is 6:19pm.

18:19 is 18 hours and 19 minutes after midnight
18:19 is 6 hours and 19 minutes after noon.
18:19 = 6:19 pm

In millitary time, hours after 12 PM do not reset to 1 PM, 2PM, etc, so 18:19 is 6:19 PM standard time.

18:19 hrs is 6:19 pm. 12:00 hrs is noon or 12:00. 13:00 hr is 1:00 pm or 12:00 + 1:00 hr. 18:19 hrs is 12:00 + 6:19 hrs. thus, 18:19 hrs is 6:19 pm.

If that's military time, it would be 6:19 pm. If it's Zulu (UTC) time, then it depends on what time zone you are in.
