Be happy that they want mony & a lot of paperwork. A birth certificate proves your identity & if just anyone could walk in without proof of who they were to obtain a birth certificate then there'd be a lot more fraud. I sure don't want it to be made any easier for someone to steal my identity by falsely obtaining my birth certificate.

To get your birth certificate, you need to contact the county courthouse of the county in which you were born. They will give you all the info on what you need to obtain a copy of the birth certificate. Deal directly with the county that you were born in, don't give out your money & personal info to any agencies online, etc. They'd probably just scam you. Do a Google for your county courthouse & go from there.

Good luck.

From the state. And yes, they're likely to charge you.

And given the paranoia about terrorism and the rampant identity theft, paperwork is inevitable.

County clerk/ recorder's office. You can usually print the forms off the internet and mail them in with the fee.
