I never knew that these words are actually proper grammar. Today the word monies was used on CNN and I was surprised.

They are real words and are proper grammar.

monies - (mŭn'ēz) Pronunciation Key
n. A plural of money.

Sums of money, especially of a specified nature. Often used in the plural: state tax moneys; monies set aside for research and development.

peoples -
noun
the human beings of a particular nation or community or ethnic group; "the indigenous peoples of Australia"

"monies" and "peoples" are not wrong grammatically.
We use "monies" instead of "money" when referring to money from different sources.
It could be like; money from tax returns,tuition supplement and money in the form gift.
All these sources of money can be put to together and called "monies" and no one will penalize you.

"Peoples" is used in the context of a possessive noun.
There is absolutely nothing wrong with the slogan "The Peoples' Assembly"

Monies is like if you are paying something in installments. Then, all your payment's are 'monies'. Ex: If you are making payments that are non-refundable they would say "All monies non-refundable." Meaning that all the payments you make cannot be refunded. Peoples is used when you talk about certain ethnic groups as plural. Ex: "Indian and Arabian peoples live in Asia."

There is no context that they can be used. It is the American ignorance bleeding into media. Because no one wants to teach people the right way to do things we get morons that use "monies" on CNN. There are a lot of instance of this American ignorance. There are even people who lobby on a daily basis to have our language changed so everything is spelled phonetically (which ironically isn't spelled phonetically at all). Lets not teach people the right way to do things, lets not go out and try to learn it is to hard for people after all.
