Here are my two nominations.

1. From Dragonball Z Freeza:
What he did to earn this , mass genocide of tons of worlds, for nothing but pure pleasure and profit. Commanded a group of warriors to do the same thing,then when they got to strong killed them off too. Kills children like they are nothing. Truly one of those rare I don't have a concience types.

2. From the Star Wars series Emporer palpatine.

Why his offenses aren't as great as freeza's his ambition is, his death star wiped out an entire world of people just to prove a point.

he has no sense. he is nonsense.
nothing but destruction. no room for negotiation. cool.
cos you can never convince someone to turn over a new leaf when he does evil *without any reason*.
btw hes dam powerful too and can only be killed if you destroy his every last molecule.

im not gonna vote a 2nd person cos no one is nearly as crazy as boo
other villians have at least 1 motivation to do evil e.g. revenge, power, supremecy etc.
