Could be nematodes (microscopic organisms that attach to the roots and cause distorted plant growth). Sevin is a product that was first developed as a safe pesticide for edible plants. Take a leaf with you to your local Home Depot store. They should be able to help you out.

I had the same problem I also know that curling leaves on the bottom can happen naturally since they usually die out. I use Schultz Garden Safe 3 in 1 fungicide-insecticide-miticide It can be used up until the day of harvest.

Whiteflies and aphids can cause curling leaves. If you shake the leaves and little white things fly up, it's whiteflies. If the undersides of the leaves have little insects on them, it's aphids. Insecticidal soap can help both problems.
