I think your Betta has a bad case of pop eye this page here has a picture of a Betta with it and info of what to do on it: http://www.fishjunkies.com/Diseases/popeye.php

If it isnt looking like that then your fish may be sufficating, when they cant breath thier eyes bulge out from thier heads. Usually a sign of dying. Sorry about your betta hope it gets better.

This is most likely a bacterial infection called pop-eye. You can treat this with Furanase or Maracyn 2. One of the things that can bring this on is poor water quality, so make sure your little brother is cleaning and doing water changes as often as needed, and that the betta has the correct water temperature (76-86o). If the fish is in a filtered tank, the water should be changed at 25% of the total volume evey week. If the water isn't filtered, it should get a 100% change every 3 days.

That is called popeye and is a bacterial infection. It is often associated with a liver infection believe it or not.

To treat he fish you will need an antibiotic and medicated fish food. I would suggest Furanase or Maracyn TC (or any other brand of tetracycline) for the antibiotic. Both of these items are available at most any decent pet store. Just treat as the package directs. Try to start the treatment asap as this can be a fast moving illness.
