I paid some guys to do some work for me, and a bug has recently been found in the code they wrote. Now they're saying that it will cost me more for them to correct the issue, which is a result of something that wasn't done right the first time. Is that fair? Or perhaps the best question is, is this normal?

Fair depends really on your initial agreement and what was expected.

If you paid the programmer hourly for their time, paying more to fix the bugs is normal.

If you paid him a flat rate, then some free bug fixing is expected.

More details would be helpful.

Normal,

It is more expensive to de-bug a program, even if you wrote it then it is to code it, or to write it in the first place.

Since your requirement for a de-bugging that took up a programmer's time, and time = money. If it is fair to charge you or not depends on the original contract.

If you promised to pay for the time it took to create the code then de-bugging it is part of that time. If you agreed to get a completed program and paid for the program only then the time spent to create and debug it is up to the company. In that case you would not have to pay for the additional time. However, if your contract includes a clause that says the company that provided the program will also maintain and update it then the de-bugging was an update.

This does happen. Normally they will not write bugs on purpose. When hiring one to write code for you, you should include some kind of support agreement into the contract. Try to lock in a rate.

Support agreements is where the money is at. Look at the big boys like Microsoft and Oracle.

It is not fair, rather contact freelance programmers at websites like http://getafreelnacer.com/ , give the work to whoever places minimum bid.

That's absolutely disgraceful, but should have been negotiated up front - not your fault, though.
